In our previous article [not available, email only] took a cheap shot at Labour's Devolution Commission final report by suggesting we would list the major policy announcements and then presenting a blank page. The cheap shot was justified as the report itself is vacuous, filled with ambiguous statements and political double speak. Real positive policies which could improve the lives of Scots are nowhere to be found.
The only area in the report where there is some clarity is where they tell us what the Scottish Parliament won't be allowed to do. The screenshot below is from page 4 of the report
Well, that list doesn't leave much scope for additional powers for Holyrood. Readers will note that the blacklist for the Scottish Parliament isn't even definitive as there is a qualifier: "Essential reserved matters include...".
Labour's Devolution Commission has been working on this report for two years and Johann Lamont has been leader of Labour in Scotland during this period. Perhaps Ms. Lamont can articulate what Labour are proposing to do. Judge for yourselves in this clip of her being interviewed on BBC Newsnight Scotland last night (18/3/2014).
